I would suspect that what happened in this case is the old boiler died and the old owners has just swapped over a modern boiler without the cost of converting to a combi system/new tank. Is the hot water tank an old copper uninsulated one?
It has a wimpy indirect tank, which isn't enough if more than one person needs hot water at one time and according to Westinghouse technical support this boiler does not work with a large indirect tank. So there is that, not enough hot water, so unless this is for a cottage or a single person residence, it is not enough.

The problem is the cold water mains supply, not the combi. The water company are supposed to supply 1 bar minimum. Get them out to check it. If no luck, then fit a plastic cold water tank fed from the mains, having only the kitchen tap from the mains pipe, and fit a pump, pumping from the tank to the cold water taps and combi.
